We, the undersigned, write in support of HB2466, which removes the ban on Illinois need-based student aid known as the Monetary Award Program (MAP) for incarcerated people by amending the Higher Education Student Assistance Act to remove provisions specifically excluding academic programs for incarcerated students. College-in-prison does more to positively impact the trajectory of currently and formerly incarcerated people’s lives than nearly anything else that happens during incarceration. Yet, Illinois is far behind many blue, red, and purple states in building and restoring college opportunities in its prison system.
